/dev/dsp not honouring permission settings

Very close.  I am on a text console and playing sountd.  Another user comes in on
the same machinewhile I'm logged in, either on another text console or the GUI.
Or I am on the GUI and someone else logs in on a text console on the same
machine.  Either way, the second user can't play sound.
