one NIC & two ipaddress ?

cp -a /etc/sysconfig/network-scripts/ifcfg-eth0
/etc/sysconfig/network-scripts/ifcfg-eth0:0

Change the settings in ifcfg-eth0:0 according to your needs/wishes and
do a

service network restart

A different way would be to use iproute2 and no aliased ethernet device:

ip addr add 172.16.1.1/24 brd 172.16.1.255 dev eth0 label eth0

This is not stored by default and will have to be saved at a proper
place to be executed at each network start.
