I have a vague memory of having seen this. What I did was to enter
interactive mode, by pressing "I" at the appropriate point in the boot, 
and then say "no" when it wanted to start CUPS. Then, after the system had
finished booting, I started CUPS. After that one time, the problem went
away -- so I never did find out what had caused it.
