Of course not, the hardware clock is a very simple thing, it's just a
clock with a basic calendar, no more. But you'd see whether it shows
local time, or something else.

When else should it ask that question?

A user installing an OS is supposed to know what they're doing. Those
dual-booting, even more so. If they don't, they should find out.
