Step 1, learn how to write man pages. It doesn't look too complex, but
certainly isn't as simple as a plain text file.
Step 2, write it. Even if it's just a transfer of the info page
information to a man page. There's probably even a tool to do such
conversions.
Step 3, offer it for inclusion.
There is a man page that comes with it, though it's awful (as you
already know). So I can't see too many objections to providing a better
version. It's not as if they refuse to provide any man page, as some
things do.
