Uhhh, I don't know if there was any particular bug regarding firstboot
not running, but it clearly is important to mention if you're using an
outdated beta release.

If firstboot doesn't run it should only be because of a bug or some
explicit configuration.  If you suspect it's the former, the first
step would be to try and reproduce it using the latest released
version.
