Well, actually, spam *is* the reason your mail doesn't get through.
Neither that ISP nor anybody else had such policies, until the spam
(and virus) problem got so bad as to make wholesale mail blocking seem
essential.  I don't think anyone who has such a policy particularly
likes it, they just don't feel they have much alternative.

That is a spam filter, and at least in my usage, it probably blocks as
much or more junk as subsequent procmail tests.
