Packaging committee (non)report

We unfortunately lacked a quorum this week, in part due to me getting
called away just a few minutes before the meeting.

The main topic of discussion this week was the Conflicts: draft:

The log is short as the meeting was brief, but there is plenty of good
discussion in the fedora-packaging list.

Of special note to FESCo is the issue of whether committee vote should
be required before allowing a particular package to include
Conflicts:.
