it spits out some error messages about not being able to communicate with gpsd,
so it seems yes, it assumes that there should be GPS device

well, route planning and review (that can be done before catching GPS signal)
is quite important part of the navigation, and while navit does not seem to do
this part well (yet?), what other better ways are there in Fedora? - you don't
mean Firefox & http://maps.google.com, do you? :)
