I've thought you're a guy who preaches of "flexibility". What flexibility do
you gain by making a separate noarch -doc package strictly require two -devel
packages and their dependency-chain? None. It has become less flexible.

Technically, ne7ssh-doc does not need ne7ssh-devel for anything. The examples
and a build environment are fully optional. Somebody who actually wants to
compile stuff will need to install the development group's packages first,
anyway.
