Couple of bug reports on your repository:

The yum.conf entries in
http://www.andrew.cmu.edu/user/qralston/dev/yum-conf.txt do not work
since baseurl=http://www-internal.sei.cmu.edu/~qralston/yum/fedora/1.91/
gives the errors:

Looks like you need to run "yum-arch -s ." in
/user/qralston/dev/yum/fedora/1.91/
(and re-read the CMM docs? ;^)

Was able to grab the source RPMS (as you recommend anyway) and will try
a local rebuild.
