Because this file is going to kill you before you reach the QA phase ;)
It contains packages description which takes a lot of time to translate and it 
changes a lot with new releases of rpm packages. The QA is of much higher 
prioririty until we discuss how to stablize this file, besides QA should not 
take more than two weeks at max. I would distribute the files between the 
members myself. I will expect any one to make changes and post the diff here. 
I will comment about the diff and whether some other mistakes are missed. 
There is no YUMMA IRHAMINI in this phase. Things from SHAWATEEN-like mistakes 
to HAMZA-like mistakes should be handled in this phase. No exceptions please.
