Well, frankly i dont' know the difference betwee both words.. but i used to 
hear about "توثيق أوراق" in my world..
"تصديق على معاهدة/توقيع على معاهدة سلام".. i feel it strange here 
"مصادقة/تصديق" .

Desoky.. What encodings u'r talking about :) u can't read my emails well?!
