[Fedora-xen] 32bit PV on 64bit Host

We weren't too clear in the release notes unfortunately. When we updated to
the Xen 3.1.0 hypervisor & userspace we gained the ability to run 32-bit
guests on 64-bit HV in theory. To make it work in practice we're waiting
on some updates to the kernel Dom0 drivers. Hopefully we'll get these into
an update kernel-xen without too much delay...
