What is your topology? Does ipa02-aws have a CA (doesn't seem so)?
Replica file can be created only on a replica with CA unless whole topo
is install as CA less(then it needs other options).

It is strongly encouraged to have more than one replica with CA.

Was anything in directory server errors log on master?
