[K12OSN] File Permission Problem

The way I fixed this on a server for a program we run is just to go to the 
directory where the files is and chmod 777 (filename).  Then chown 
root:root (filename).

This makes it so that anyone can write to it but it sticks around whenever 
no one else is using the database.  Root always owns the file and it is 
world read-writeable.

May not be the best solution, but it does work for me.
