Gnucash is good for basic accounting, but I don't have any suggestions
off hand for the others. There was a local business in my area that was
using a web-based Invoicing / inventory / POS stuff. The clerk knew it
was written in PHP, but didn't know anything else about it. He seemed to
think one of the owners of the business wrote it, but I doubt he did it
from scratch. I would guess it was actually an OSS project that they had
re-tooled. Bottom line I guess, is that I think something like what you
are looking for exists out there. Now for the finding... :-\
