I K12LTSP, this is all contained in the vnc-ltsp-config package.

The RPM should install on any RPM-based system that uses xinetd.

This RPM adds a few entries to the end of /etc/services and the file
/etc/xinetd.d/vnc

You can manually copy these over to any system that uses xinetd, or
easily port it over to one that supports the older inetd.
