I'm running K12ltsp V3.2 and authenticating to Netware 6.5.
Take a look at this site for a quick answer. http://k12ltsp.howtoz.net/k12ltsp/netware.htm
For something longer, here is my wiki page : http://www.k12ltsp.org/phpwiki/index.php/InterOperability%3ANovellAuthenticationforK12LTSP
And here is the latest twist: http://www.k12ltsp.org/phpwiki/index.php/Novell%20authentication%20with%20synchronized%20UID%2CGID%20and%20no%20home%20directory%20on%20LTSP%20server

So the short answer is no, you do not need to upgrade or purchase RedHat authentification.

I am trying to get out k12 server to authenticate and mount home
directories from our Netware server. First I ended up in dependency
problems trying to get the ncpfs package to install. Now I am wondering
if our servers need to be upgraded to FC4 to accomplish this. They are
FC1 right now. Do I need to purchase a Redhat Authentication code to
accomplish this?
