Another thing I thought of that might be a viable
alternative to giving students laptops or providing
home desktops:  Set up a few mini labs around town. 
If it is a rural area with a spread-out population,
this might not work.  But if it is feasible for
students to take a bus or ride a bike to one of
several central locations, you could set up
thin-client labs that students or anybody else can
use.
