[K12OSN] setxkbmap not functionning on the terminals

I'm using K12LTSP V3.1.1
This is the message i get when using setxkbmap -layout ca (or any variant around this) when on a terminal.

Couldn't interpret _XKB_RULES_NAMES property
Use defaults: rules - 'xfree86' model - 'pc101' Layout - 'us'
Error loading new keyboard description.

Does anyone know why setxkbmap dosent' work?
