If you want it to issue numbers in the range 192.168.2.x then there must 
be an adapter with an ip in that range to send the addresses through.

IOW if you have two adapters and the public one is 170.2xx.xx.xx (or 
whatever) and the private one is 912.168.1.x and you wish to issue numbers 
in the 2.x range, dhcp will fail, or not hand out addresses. . .
