Hi Lukas,

Currently, there is no record of the author of a notice.
We could certainly store the author; however, do we really need to?

For reference, the original write-up for notifications can be found on 
the wiki under "SystemNotifications".

The key use cases for sending notifications were:
- send notifications to one user
- send notifications to all users at once

In either case, the notification system will allow any user to create a 
notice (internally w/in the app); however, it will only send the notice 
to the user it is targeted for.
