[katello-devel] Candlepin Manifest Version Mismatch Fix

Candlepin 0.5.2 was pushed to yum repos this morning, it disabled all
importing of rules files in the manifest, leaving the server using the
default rules included in the rpm. This should clear up all (most
likely) of the version errors we've been seeing. If you've got
anything in your cp_rules table don't hesitate to wipe it out, the rpm
rules will be used if the table is empty.
