[katello-devel] Github Issues for non-katello repos

I'd say keep them all part of the main katello repo mainly because of 
labeling which I and I imagine others use a ton.

- The label setup is individual to each repo, so all our new repos are 
lacking the set we have on the main Katello one (triaged, 1.3, 
regression, etc...)

- The dashboard page doesn't let you filter by label

Other reasons are it may be hard or unclear where community users should 
file an issue.  Sticking everything in Katello keeps it a bit more 
streamlined.
