[libvirt] [PATCH 20/26] qemu: Resolve Coverity NEGATIVE_RETURNS

In qemuProcessInitPCIAddresses() if qemuMonitorGetAllPCIAddresses()
returns a negative (or zero) value, then no need to call the
qemuProcessDetectPCIAddresses().
