[Linux-cluster] 'Run exclusive' semantics

Hi.

I've been playing around with the 'Run exclusive' option of a cluster
service. Seems to me that you can't /relocate/ a service to a node that
already runs an exclusive service, neither can you /relocate/ the
exclusive service to a node that already runs some other service. But
nothing seems to prevent you from /enabling/ a service on a node that
already has an exclusive service running, or /enabling/ an exclusive
service on a node that already runs some other service. Is this by
design?
