RHEL 2.1: /etc/cluster.conf
RHEL3:    /etc/cluster.xml
RHEL4:    /etc/cluster/cluster.conf
RHEL5:    /etc/cluster/cluster.conf

Why not just do 'rpm -q redhat-release'?  I'm curious; why does the
cluster version matter: are you manipulating cluster.[xml|conf]
directly?  If so, you'll need to do a few extra things.
