[Lohit-devel-list] Telugu RRRA not ligating with vowel signs

Hello Pravin.

Using latest Lohit Telugu 2.5.4.

Observe:
LLLA series: ఴ ఴా ఴి ఴీ ఴు ఴూ ఴె ఴే ఴై ఴొ ఴో ఴౌ
RRRA series: ౚ ౚా ౚి ౚీ ౚు ౚూ ౚె ౚే ౚై ౚొ ౚో ౚౌ

This works fine on Firefox 46.0 on my Kubuntu Trusty.

However, on LibreOffice 5.1.2 on the same platform, LLLA series works
fine but RRRA series doesn't.

Does that mean the problem is with LibreOffice?
