[Octa-list] patch to allow cobbler profiles without satellite in web interface

Changed create.py's profile logic to match bin/octa's so that cobbler
profiles are displayed if satellite is not present

Although in both create.py and bin/octa the logic seems a touch off to
me in retrospect.  shouldn't they be checking for satellite to be
enabled via config['satellite_enabled'] instead of seeing if
'satellite_org_id' in present in config?
