[Open-scap] Time to move on?

Hi Simon,
this was not done as a security measure but rather as part of
migration from github legacy teams to the new system - as part of that
the old Owners team was removed. We have also simplified permissions a
lot and only have 2 teams now in the org.

You should still have full access to that repo, as well as all the
other repos. If you get permission errors let me know, I am still
figuring out how this new system works.
