[Patternfly] Bullet Graph Pattern Next Steps

Hi Leslie and Andres,

Thanks for the feedback! That's a great idea to include the interactive
legend option. It's good to hear d3 can be used to implement this
visualization, and that this chart could be contributed back to c3. There
are a few updates I'm considering making to the documentation, and would
like to get any additional design feedback from the team. Also, I am happy
to help create final images for documentation on PatternFly, or to help
with any remaining design tasks related to this pattern. Thanks.
