[Patternfly] tooltip visual indicator

Greg,

PatternFly has a Field Level Help pattern [1] which seems to be inline with
your 2nd option.  The Field Level Help pattern also shows a cursor change,
which I don't see in your second example.

Do you think that this pattern would meet your requirements?
