[Patternfly] PatternFly standard utility bar?

I understand, there aren't docs about the Masthead design yet.

On example there Status and User links and the notification drawer has the
notification icon.

Matt, you are right, we need to standardized the order of those items and
decide what belongs and what doesn't belong in the Masthead.
