[Patternfly] PatternFly standard utility bar?

Matt,

Here is a screenshot of what we are proposing for the TripleO UI (OpenStack
Director downstream) if it helps. It follows what Serena has written up as
a standard with notification drawer and the help dropdown swapped. I would
love to have a suggested standard in PatternFly on this!
