[publican-list] Is it possible to work offline with Publican?

Norman, this is handled by the xml catalog on Linux. It's a mapping of remote dtd urls to local file system copies in /etc/catalog.xml.  The system uses the local copy of a dtd whenever possible. 

Google "Windows xml catalog". A quick search from my phone shows some possibility that Windows also supports xml catalogs.
