[publican-list] el6 publican (v2.1) broken with latest libxml2 (2.7.6-14)

Wander Boessenkool has narrowed down the issue to Patch41:

  libxml2-Do-not-fetch-external-parameter-entities.patch

Removing that patch seems to make the issue go away.  Not clear 
to him if that's a libxml2 issue or if the options Publican is 
passing for validation are somehow weird.
