[Pulp-dev] flake8 in pulp_puppet

I recently added flake8 checking to pulp_puppet and I just wanted to give
people a heads up about that. PRs to master should now be checked against
flake8 now.

Also, this change is on the master branch but not on any of the release
branches so if you merge forward changes from a release branch into master,
you may want to run flake8 before you push to make sure it passes flake8.
