[Pulp-dev] Redmine can now interact with pulp/devel commits

I configured the pulp/devel repo[0] to be associated with the main project,
i.e. Pulp, in Redmine. This allows the normal keywords in commits to cause
the expected transition to MODIFIED and create an 'associated commit' on
the issue.

For example this vagrant fix [1] from @bizhang is now associated with the
expected commit.
