[Pulp-dev] PyPI names for Pulp3

My vote will be +0 for pulpproj to imitate pulpproject.org.

Since the only perfect option is "pulp" I doubt that we will come up with
anything that is great. That's ok though because this name shouldn't affect
very much. +1 to pushing this through, thanks Ina!
