[Pulp-dev] Requesting a Pulp2 Release

During some convo this morning, we discussed that Pulp2 would benefit from
a documented process to request a release via. I wrote a ticket here [0]
with some questions to get some discussion on it. It would benefit from
input from QE, release engineering, and dev.
