[Pulp-dev] QE commit bit

With everyone voting +1, we’ve given QE the commit bit to pulp/pulp and
pulp/pulp_file repos. Again, the stipulations are that QE will get PRs
reviewed by devs before merging if they make code changes outside of the
pulp-smash tests. And also, developers that make changes to the pulp-smash
tests will likewise get QE to review those changes before merging them.
