[Pulp-dev] Travis CI is broken for pulpcore PRs

Today, I merged a change to ansible-pulp that broke the CI. I have an open
PR to fix it, but we are running into an unrelated problem (Travis is
trying to double the number of builds, and cannot ever pass.)

Until this PR (or its clone https://github.com/pulp/pulpcore/pull/52/)
passes, the pulpcore Travis tests will continue to fail.

We will continue to look into this tomorrow.
