[Pulp-dev] plugin API improvement for custom content handlers

I've been working with @lieter on adding a new feature to the RPM
plugin[0]. We've identified that an improvement in pulpcore would make for
a better user experience. I've written up the pulpcore improvement in a
separate story[1]. I am looking for feedback on both features.
