I updated the developer setup docs and REST API, pulling them into the
user guide on pulpproject. The API docs still need some work, but I'm
migrating them over from the wiki as I can. At very least, all of the
module APIs are in place.

I also updated the Installation guide to talk about the testing
repository and how to use it.

Let me know if you run into any broken links or CSS oddities.
