Pulp's repositories are hosted on fedorapeople.org, which has a planned outage starting in a few hours at 2015-07-08 21:00 UTC. The outage is expected to last three hours.

The announcement does not specifically list "repos.fedorapeople.org", but there are so many others listed, that I suggest being prepared for that to be down also.
