[Pulp-list] Pulp 3.20 content server

I am trying to install content only server with pulp_content role and getting an error

TASK [pulp_content : Get the database fields key from the pulp_database_config node] *****************************************************
fatal: [pulp-t14 -> pulp-t14]: FAILED! => {"changed": false, "msg": "file not found: /etc/pulp/certs/database_fields.symmetric.key"}

Does anyone know how to fix this?
