IP static changing.

If I understand correctly you are giving a static IP to NIC and when you start, it tries to
get IP from DHCP? For a simple solution (I didnt try it yet but it could be the way)
you should see that DHCP server or clients are installed? with "rpm -qi | grep dhc"
and you gonna get (if you have) dhclient, dhcp, dhcpv6client and so on..
If you delete those rpm's there will be no dhcp on your system, if you want it to do this
you should type "rpm -e dhclient dhcp" 
Then you should restart you network "services network restart" and see the result?
