quota definition

I think you should create some mounting poing to the incoming and outgoing
dir.

THen implement the quota.

Or manually design the script with du command and if it go beyound 90% stop
the anonymouse access or remove some files.

You need to put it in to cron for every 2 or 5 minutes.
