Oddly enough, I found the opposite is true. On a Fedora13 box,
rdblacklist=nouveau worked but nouveau.modeset=0 did not.

$ uname -mri
2.6.33.6-147.2.4.fc13.x86_64 x86_64 x86_64

$ cat /proc/cmdline
ro root=UUID=511eef40-bc23-4e9f-ac74-660b86f6e3ca nomodeset
LANG=en_US.UTF-8 SYSFONT=latarcyrheb-sun16 KEYBOARDTYPE=pc KEYTABLE=us
 quiet selinux=0  rdblacklist=nouveau
